Battle.Net will be paid service??

In some countries, like Russia, Starcraft 2 is going to be sold by two methods, one is a hard copy, the other is a download. The download version is cheaper, but requires you to pay to play online. I think I read something like that somewhere. So no bnet won't be a paid service, only for some.Those countries will get much cheaper boxes ..
