yeah, I'm pretty sure it creates a bunch of marines for each calldown. The idea is based on Heinlein's starship troopers and the space marines, and I would point that out before anyone yells out warhammer.

Maybe they're limited by the food cap and terrain? Besides, it calls down like 8 marines...marines are so squishy so it's not really imbalanced.
