They could cancel the project. They have [canceled things] before!
If your talking about Starcraft Ghost, that was not a direct production of Blizzard.
Blizzard North was the Northern-California division of Blizzard Entertainment, known for the Diablo series. On August 1, 2005, Blizzard Entertainment announced the closure of Blizzard North, saying that remaining employees were moving to its head offices to resume work on an unannounced project. This project was of little or no importance to Blizzard as minimal resources were given to this project to ensure its completion.
This game was Starcraft Ghost, and it was scrapped. It was scrapped because it was going to be released on console. Now because 'Blizzard' in general take time and perfect their games, to the grand titles we know today this game was taking too long for the Console world. The technology the game was based on was just about inferior, producers in the Console world need to be swift. I believe this game being released would have only tarnished Blizzards record of award winning titles.
Starcraft 2 on the other hand is a RTS game. Computers and Consoles are alot different. They can take their time, and they are putting all of their resources into the creation of this game, it isnt being produced by Blizzard North...
The Blizzard World Invitational had a playable Starcraft 2, in a very Beta form. There are gameplay videos, interviews with Blizzard staff, and videos from Blizzards Co-founders. This means business.
If you check out the main website i'm sure you will come to realise this project will not shut down, close or terminate. This is planned to rip a hole in the RTS world, planning a clan early is only ensuring Fan Site status (Beta Testing).
